Risk & Vulnerability Assessment Tools
The consequences of a terrorist attack on our nation's infrastructures have proven to be horrific, with a loss of life, property, as well as a feeling of insecurity. However, the ability to evaluate susceptibility to potential targets and identify corrective actions that can reduce or mitigate the risk of serious consequences from adversarial actions is crucial to homeland security.
Building on the Procedural Anytime/Anywhere Learning (PAAL) model, whereby officials are provided technology that will enable them to access specific information and procedures when and where they need it, the Justice and Safety Center is developing a PAAL module on vulnerability assessments. This module, housed on a handheld or tablet computer, will allow users to assess critical infrastructures and develop a prioritized plan for security upgrades, modifications of operational procedures, and/or policy changes to mitigate the risks and vulnerabilities.
Development of the VA PAAL will begin in the fall of 2003 with the identification of viable methodologies and procedures. This information will be transformed into the VA PAAL prototype, which will be evaluated in 2004.
