Practitioner Technology Needs and Requirements Survey

The purpose of this JSC project is to assess, validate, and prioritize the basic technology needs and requirements of the first responder community consistent with the federal government’s All-Hazards Preparedness Goal, which was set forth and defined by the Homeland Security Presidential Directive 8 of December 17, 2003 (HSPD-8). The JSC has outlined three primary objectives related to this study:

  1. To identify the immediate top ten basic technology needs of the first responder community to enable them to prepare for, respond to, and recover from All-Hazards events.
  2. To identify technology needs beyond the top ten for future consideration by the Department of Homeland Security (DHS).
  3. To glean information about technology needs for future research and development by the DHS and/or test and evaluate existing and emerging technologies identified by the first responder community.

In order to achieve the above objectives, the JSC will draw a sample from members of various public safety organizations and associations. The JSC will then send a survey to law enforcement officers, law enforcement administrators, firefighters, fire administrators, emergency medical services personnel, emergency medical administrators, and emergency managers. The JSC will then analyze the results of the surveys to focus on and achieve the objectives set forth above.
