Law Enforcement Technology Program
The LETP, administered by The Center for Rural Development in Somerset, KY, was designed to enhance public safety access to technology and promote communications and information sharing in 42 counties (approximately 110 law enforcement agencies) in southern and eastern Kentucky. The program's objectives include:
- Increasing communications and data networking by supplying the latest technology to law enforcement agencies
- Ensuring adherence to State Uniform Criminal Justice Information Systems (UCJIS) and National Incident Based Reporting Systems (NIBRS) standards
- Promoting interoperability through regional solutions (Computer Aided Dispatch - CAD and Mobile Data Computers - MDC)
- Establishing or replacing Records Management Systems (RMS)
- Increasing officer and public safety
- Improving criminal justice identification capability
This project consisted of four distinct phases that would result in a national interoperability model for small and rural law enforcement agencies. Phase one included the dissemination of "starter kits" (consisting of desktop computers, printers, scanners, and digital cameras.) Phase two included the dissemination of field laptops and voice radios to those who have a critical need. Phase three involved five model sites that were provided mobile data networks. These sites served as test beds prior to additional dissemination of mobile data networks to other agencies. Phase four included the dissemination of RMS/CAD software to applying agencies.
To ensure appropriate administration and utilization of resources, successful technology application and implementation, and customer satisfaction, the Justice and Safety Center at Eastern Kentucky University is conducting a formative evaluation of the LETP. The evaluation consists of collecting various data on organization demographics, user attitudes, and technology performance. Evaluations on mobile data computers (MDC), computer aided dispatch (CAD), and records management systems (RMS) will also be conducted.
