Joining the Fight: Terrorism Implications for
State Law Enforcement and Criminal Justice Systems

Jjoining the Fight LogoThrough support from the National Institute of Justice, this JSC initiative identified the new roles and responsibilities of state law enforcement agencies in the fight against terrorism and the implications of these changes. Specifically, the JSC’s effort served as a conduit to develop and share innovative solutions, improve intergovernmental cooperation, and identify the specific needs of state law enforcement agencies related to terrorism preparedness.

Further, this JSC project was conducted in three phases. Phase I surveyed all 50 state law enforcement agencies and another 399 local law enforcement agencies drawn from a representative sample. In Phase II, case studies were conducted in states that are determined to be exhibiting best practices. Phase III consisted of three workgroups, (1) Law Enforcement, (2) Legal, and (3) Public Policy and Governance, to analyze the survey findings.

The final report is available at The Impact of Terrorism on State Law Enforcement: Adjusting to New Roles and Changing Conditions, with Chad Foster (Lexington, KY: Council of State Governments, 2005).
