Jail Assessment Initiative for Law Enforcement Emergency Response (JAILER)
The JSC and RULETC have deployed a new advanced surveillance technology system, the JAILER, at the Three Forks Regional Jail. The system, co-developed with Intrinsyc Software, allows personnel to remotely monitor and control security cameras using desktop computer and wireless handheld devices. The JAILER was introduced with funding from the US Department of Justice National Institute of Justice (NIJ)/Office of Science and Technology (OST). The Three Forks Regional Jail in Beattyville was chosen based on the new facilities infrastructure and their willingness to participate as a national technology test bed. The new technology is based on Intrinsyc's Cerf Cube reference design, Microsoft's Windows CE.NET embedded operating system and the .NET Compact Framework. The system allows personnel to remotely view live video, receive camera alarms, alerts and notifications and adjust camera pan, zoom, tilt, and focus over the Internet using desktop computers or Windows powered wireless handheld computers. The JAILER system is designed for scalability so extra cameras can easily be incorporated by adding inexpensive Ethernet routers or hubs and all data can be retrieved over a secure wireless network.
The JAILER system was installed in late November 2002 and has undergone rigorous evaluation by the JSC, which helps assure that the software and hardware meets the quality and security needs of the public safety and security community. Upon completion of the evaluation, results will be provided to the NIJ/OST for national dissemination.
Building on the JAILER project, the RULETC will work with a high school to install a similar system, the Principal's Assistant School Safety Technology (PASST), for evaluation. PASST will be tested in a school environment to determine its functionality and utility of connecting the schools CCTV system with handheld computers and mobile data computers in the field.
